An extreme educational measure. In one of the regional centers of the Vitebsk region, a teenager was sent to a special medical and educational institution

Placing minors in special institutions is a last resort educational measure. Recently, the Tolochinsky District Court considered a civil case based on an application from the Tolochinsky District Executive Committee for the referral of a 16-year-old local resident to a special treatment and educational institution.


“This minor was brought to administrative responsibility five times during the year for committing administrative offenses while intoxicated,” says Deputy Prosecutor of the Tolochinsky District Valeria Kolenko. – He was also prosecuted for theft. He was treated twice at the Vitebsk Regional Clinical Center for Psychiatry and Narcology. The teenager was given individual preventive treatment by employees of the Tolochinsky District Department of Internal Affairs, the educational institution where the minor was studying, and by specialists from the Tolochinsky Central District Hospital, but it did not have the desired result. Despite all the work being done, the teenager continued to drink alcohol and commit crimes, which was a consequence of the fact that the young man developed an unwillingness to lead a law-abiding lifestyle.

The Tolochinsky District Court, taking into account all the interrogated witnesses, the studied case materials, and the position of the prosecutor, decided to place the minor in a special medical and educational institution until the age of 18.

According to a representative of the supervisory agency, according to Part 1 of Art. 14 of the Law of the Republic of Belarus “On the fundamentals of the system for preventing neglect and delinquency of minors”, minors aged from eleven to eighteen years old who need special educational conditions, including those with peculiarities of psychophysical development, are placed in special educational institutions. As well as those suffering from diseases, the list of which is established by the Ministry of Health. Minors who need special educational conditions, aged from eleven to eighteen years, whose consumption of narcotic drugs, psychotropic substances, their analogues, toxic or other intoxicating substances, the consumption of alcoholic, low-alcohol drinks or beer are placed in special treatment and educational institutions in accordance with with legislation.
