On January 1, 2024, Resolution of the Ministry of Labor and Social Protection dated December 19, 2023 N 52 “On Determining the List” came into force, in accordance with which a list of blue-collar professions (employee positions) is established for which foreign citizens and stateless persons without permission can be employed for permanent residence in the Republic of Belarus (hereinafter referred to as foreigners), without obtaining a special permit for the right to engage in labor activity in the Republic of Belarus (hereinafter referred to as a special permit) and includes the following professions and positions (hereinafter referred to as a list):

|
Organizations that will hire foreigners in 2024 for professions or positions from the list should consider the following:
- employment is allowed in professions and positions directly indicated in the list, i.e. without the formation of new professions or positions;
- no need to obtain special permission;
- within 3 working days from the date of conclusion (extension) and termination of the employment contract, a written notification should be sent to the Department of Citizenship and Migration of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee ( 210101, Vitebsk, Frunze Ave., 41A ) or in the form of an electronic document to addressUGIM_UVD_Vitebsk@mvd.gov.by. The notification form was approved by Resolution of the Ministry of Internal Affairs of the Republic of Belarus dated May 16, 2023 No. 98 “On the procedure and form of notification” and is posted on the website: Department of Internal Affairs of the Vitebsk Regional Executive Committee - Public Security Police - Department of Citizenship and Migration of the Internal Affairs Directorate of the Vitebsk Regional Executive Committee - external labor migration - notification.
In particular, it should be recalled that Article 2 of the Law of the Republic of Belarus No. 225-Z of December 30, 2010 “On External Labor Migration” (hereinafter referred to as the Law) defines a complete list of categories of foreigners whose employment does not require obtaining a special permit. However, employers are required to send notice within 3 days about the conclusion (extension) and termination of an employment contract.
Please note that failure to inform or untimely notification of the conclusion (extension) and termination of an employment contract with a foreigner is grounds for bringing the employer to administrative liability in accordance with Article 24.11 of the Administrative Code or Part 8 of Article 24.35 of the Administrative Code.
