Vitebsk rescuers together with city services conducted exercises. They worked out actions in an emergency situation related to the explosion of a household gas cylinder in a dilapidated building and the rescue of people from the rubble.
According to the scenario, as a result of the explosion, the building structures of an unused building, where there was a man without a fixed residence and two children, partially collapsed. Employees of the Ministry of Emergency Situations pulled the conditionally injured from under the rubble and handed them over to medical workers.
For safety reasons, with the help of excavator equipment, city organizations and the Ministry of Emergency Situations organized work on the demolition and dismantling of the building.
The head of the city emergency department Vitaly Volzhenkov noted:
"This year, as part of the improvement of Vitebsk, work began on the demolition of emergency sheds, built in the 1950s, mainly for storing firewood, when there was still stove heating in apartment buildings. The sheds are dilapidated, unusable and pose a threat of collapse. They have not been used for their functional purpose for a long time. Rags, tires, garbage are stored in them. Sometimes people without a fixed place of residence settle in these unreliable structures. After the demolition of such sheds, a green area, a parking lot or something else useful for the city can be arranged in the vacant place," Vitaly Volzhenkov emphasized. "There are more than 160 dilapidated sheds in the city, as a rule, they do not have official owners, as well as state registration. If the residents of an apartment building who use such a shed want to keep it, they need to carry out state registration of the object and bring it into proper condition.
The head of the Housing and Utilities Department No 9 of the State Enterprise Housing and Utilities Department of Vitebsk, Igor Sinyakov, drew attention to the fact that in the unused building, which was demolished during the exercises, there was a huge accumulation of junk and garbage, they were taken to the landfill by four MAZ trucks and six trailers.
For the improvement of the city and the safety of people, it is important that there are no such facilities.
