Novopolotsk City and District Inspectorate of Natural Resources and Environmental Protection informs
For the attention of legal entities engaged in activities related to emissions of pollutants into the atmosphere on the basis of a permit for emissions of pollutants into the atmosphere or a comprehensive environmental permit.
In accordance with paragraph 3 of Article 21 of the Law of the Republic of Belarus of December 16, 2008 No. 2-Z "On Atmospheric Air Protection" (hereinafter referred to as Law No. 2-Z), legal entities engaged in economic and other activities related to emissions of pollutants into the atmosphere from stationary sources of emissions (hereinafter referred to as natural resource users) are obliged to submit departmental reports on the results of accounting in the field of atmospheric air protection. Based on the above, the Ministry of Natural Resources and Environmental Protection has developed and will approve the departmental reporting form "Report on the Results of Accounting in the Field of Atmospheric Air Protection" by December 1, 2024 in accordance with the established procedure.
Departmental reporting "Report on the results of accounting in the field of atmospheric air protection" will be submitted by legal entities engaged in activities related to emissions of pollutants into the atmosphere, on the basis of a permit for emissions of pollutants into the atmosphere (integrated environmental permit) (hereinafter referred to as the natural resource user), in electronic form to the regional or Minsk City Committees of Natural Resources and Environmental Protection at the place of the location of the object of impact on the atmospheric air.
The departmental reporting form "Report on the Results of Accounting in the Field of Atmospheric Air Protection" will consist of a general block with information about the environmental user providing reporting, and three sections:
Section I. "Reference Information", containing information on stationary and mobile emission sources and gas cleaning plants available to the natural resource user;
Section II. "Implementation of Measures to Reduce Emissions of Pollutants into the Atmosphere";
Section III. "Emissions of pollutants into the atmosphere, their purification and use".
The information required to fill out departmental reports is formed by the natural resource user as a result of accounting in the field of atmospheric air protection, carried out in accordance with the requirements of environmental norms and rules EcoNiP 17.08.06-001-2022 "Environmental Protection and Nature Management. Atmospheric air (including the ozone layer). Environmental Safety Requirements in the Field of Atmospheric Air Protection", approved by the Decree of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus of December 29, 2022 No 32-T, or is contained in the act of inventory of emissions of pollutants into the atmosphere, draft standards for permissible emissions of pollutants into the atmosphere, permit for emissions of pollutants into the atmosphere or a comprehensive environmental permit.
In connection with the introduction of departmental reporting, the Resolution of the National Statistical Committee of the Republic of Belarus of September 30, 2022 No 88 "On Approval of the State Statistical Reporting Form 1-Air (Ministry of Natural Resources) "Report on Emissions of Pollutants into the Atmosphere from Stationary Emission Sources" and Instructions for Filling It Out" will be canceled.
Thus, in 2025, natural resource users are required to provide departmental reports on the results of accounting in the field of atmospheric air protection for 2024.
The Code of the Republic of Belarus on Administrative Offenses provides for administrative liability for failure to submit departmental reports (Articles 16.42 and 24.11 of the Code of Administrative Offenses).
