Not everyone will be able to receive family capital. What changes in the conditions for appointment and early use?

In the near future, new conditions for the appointment and early use of family capital will come into force in Belarus.

In our country, new conditions are being introduced for the assignment and early use of family capital.

The innovations are enshrined in the Decree of the Head of State No 69 of February 23, 2024.

It is possible to use the family capital for housing ahead of schedule only if there are not enough "squares".

If the goal is to spend family capital on a house or apartment, then this can be done by those families who own less than 15 square meters per person. And if they are Minsk residents, then less than 10 square meters per person.

In order for the family to be assigned family capital, the able-bodied father must work. The father's employment will now also be taken into account when disposing of family capital funds ahead of schedule.

If a family wants to allocate funds for housing, medical services or education until the child reaches the age of majority, an able-bodied father, stepfather in a complete family (or a parent in a single-parent family) must work for at least 12 months during the last two years before they applied for a measure of state support.

Other norms are also introduced:

• It is impossible to sell a house or apartment bought for family capital.
• Family capital will be assigned if the children are in decent conditions.
• Unreasonably spent funds will be returned to the budget.

The provisions of the decree come into force on May 28, 2024.For applications from families submitted before this date, the previous rules will continue to apply.
