A comprehensive exercise was held on the territory of the Polotsk region for three days
On the territory of the Polotsk district, a comprehensive exercise was held for three days to train the management bodies and forces of the district level of the territorial subsystem of the state system for the prevention and elimination of emergency situations (SES).
The main goal is to work out a set of measures for civil defense, to check the interaction of services in the work to protect the population and the territory in case of emergencies.
The exercise was held in two stages, involving the leadership of the Polotsk district, the Commission for Emergency Situations under the Polotsk District Executive Committee, emergency services and organizations of the district, on the coherence of whose actions depends the safety and comfort of residents, the speed of restoration of life support systems. The readiness of the services to jointly respond to emergencies was checked for 19 inputs, of which 17 were practical and 2 were theoretical.
On the first day, according to the plan of the exercise, a cyclone allegedly passed through the area, accompanied by dangerous meteorological phenomena. The Polotsk district link was transferred to an emergency mode of operation. A meeting of the Commission for Emergency Situations and the Situation Headquarters for Emergency Response Management was held.
The next day, according to the new introduction, the participants of the exercise eliminated the consequences of bad weather - they removed emergency trees, as well as eliminated an ownerless source of ionizing radiation, worked out actions in case of an accident involving a fuel tanker and a car.
The new stage included a number of introductory activities for the implementation of civil defense measures.
First of all, the warning system of the population in case of a threat or emergency was checked, an evacuation commission was assembled at the Polotsk District Executive Committee. On the basis of Secondary School No8, a reception point for the temporarily resettled population was deployed. It was equipped with recreation rooms, mother and child, a psychologist, a medical center, a food center, and a place to accommodate the resettled population.
On the last day of the comprehensive exercise according to the tactical plan in the town of Vetrino on Armeyskaya Street, there was a collapse of housing and communal services workshops, five victims could be under the destroyed structures. In this situation, prompt notification of all interested services was organized. Rescuers of the Polotsk State Emergency Response Service were the first to start eliminating the consequences of the emergency, who were engaged in the search and rescue of conditionally injured, providing first aid and transferring the victims to medical workers. Employees of Polotskgaz also arrived to check whether there was a gas leak, and representatives of the Polotsk power grids de-energized the collapsed building.
Further, the elimination of a gas leak in an apartment building, as well as an emergency situation related to the deterioration of water quality, were worked out.
All participants of the three-day comprehensive exercise acted strictly according to the algorithm, clearly and coherently, which made it possible to cope with the tasks and introductory tasks in a short time.
Valentin Borovikov, head of the Polotsk State Emergency Service, gave an assessment of the exercises: "Everyone worked smoothly, there were minor rough edges and shortcomings. But for this purpose, the exercises are carried out, so that we improve our actions in the event of an emergency. Comments will be made on the ground, each situation will be analyzed in detail."

The Polotsk GROSS reminds that the civilian population also needs to know a simple algorithm of actions
for the signal "Attention to all!", which is given in order to attract the attention of the population and subsequent
notification of an accident, catastrophe, natural disaster.
After hearing a prolonged siren signal, you must turn on the radio or TV and listento information about the current situation and the procedure for further actions, as well as follow all the recommendations
made on the air. It would not be superfluous to pass the information to the neighbors, since they might not have heard it.
If necessary, help should be provided to the sick, children and the elderly.
If the signal catches you at work, you need to interrupt the workflow. If you wereon the street at that moment, you need to go to the nearest outdoor speaker, information light board, etc.
In all cases, the main thing is not to panic and to stop any manifestations of panic.
