Assistant to the President - Inspector for the Vitebsk Region Sergei Levkovich held an on-site reception of citizens in the Vitebsk district


How can a foreign citizen get a job in Belarus if he cannot provide the employer with the necessary documents from his previous place? Is it possible to contribute to the improvement of the public area without any official permission for this? Answers to these and other questions were given during an on-site personal reception of citizens in the Vitebsk region by Assistant to the President - Inspector for the Vitebsk Region Sergei Levkovich.

Sergey Viktorovich focused on problems related to various spheres of life of the residents of the Dvina region. There were also land disputes between neighbors, as well as claims against housing and communal services.


So, a resident of Surazh cannot share literally a meter of land with a neighbor. The man claims that at one time the land service did not perform the work correctly, and his elderly father, without noticing this, signed the documents. As a result, the border has shifted and the Sura resident can no longer freely approach his barn. Specialists of the land management service of the district executive committee informed that there were no violations in the registration of the boundaries of the site, and confirmed this with the relevant documents. If the neighbors are unable to resolve the dispute amicably, then the applicant has the right to file a claim with the court and challenge the state registration.


A citizen of Latvia who came to Belarus, the historical homeland of her relatives, and received a residence permit, cannot find a job in the desired job. For some time, she worked as a minibus driver for a private carrier in Minsk, then decided to move to the capital's state fleet, but was refused. Later she moved to Vitebsk, where she got a job as a bus driver. But now she wants to change her place of work again. However, the new employer refuses to provide employment without the appropriate package of documents, and the applicant cannot submit them due to life circumstances. A similar situation was faced by her acquaintance, an Austrian citizen who has a residence permit in our country. A man cannot be hired as a janitor without a reference from his previous place of work, and he has it in Europe. The Presidential Aide noted that Belarus has developed a mechanism for employing foreign citizens at state-owned enterprises, and employers should be guided by it, but there should be no bureaucratic delays in the face of a shortage of qualified labor resources.On many of the questions received, the Presidential Aide instructed the representatives of services and organizations present at the reception to once again look into the situation in detail. If necessary, then be sure to go to the applicant and only then report on the measures taken and the work done.

"In any case, we will be guided by the current legislation of our country. The law is the law in order to comply with it and not to violate it, even if the applicant does not agree with it," said Siarhei Levkovich.


Such a statement was a kind of answer to the question that a resident of one of the villages of the Oktyabrsky village council addressed Sergei Levkovich. The man, who is distinguished by his active civic position and thriftiness, decided to put things in order on the territory that does not belong to him in the Year of Improvement. He carved a thicket of vines in a public place where negligent citizens often left garbage, and thereby attracted the attention of the Inspectorate of Natural Resources and Environmental Protection. Now the applicant must compensate for the damage caused to nature, otherwise he faces a fine.


In response to what he heard, Sergei Levkovich stressed that any action always entails consequences. Therefore, landscaping work, and even more so cutting down trees and bushes on the territory that does not belong to you, must be coordinated with local authorities, an environmental organization. Then you will do a good deed, and you will not earn a fine.
